The office of Development Commissioner (Handlooms), Ministry of Textiles has come out with a Handloom Mark Scheme which is aimed at providing a common identity to the diverse handloom products of the country for the better realization of the price. The scheme also aims to assure the buyer about the genuineness of the origin of handloom product being purchased. Textiles Committee, Ministry of Textiles, Government of India has been engaged as the implementing agency for the Handloom Mark Scheme. By opting to become a member of the Handloom Mark Scheme, you will not only be able to procure a better price realization, you will also be promoting a social cause as most of these products are being prepared by the economically weaker sections of the society.
2. Further, Ministry of Commerce has introduced ‘Focus Products' Scheme in the Foreign Trade Policy. This scheme provides incentive to export of products which have high employment potential in rural and semi-urban areas in order to offset the inherent infrastructure bottlenecks and other associated costs involved in marketing of such products. The scheme allows duty credit facility @ 2.5% of the FOB value of exports to fifty percent of the export turnover of handloom products bearing Handloom Mark.
3. The scrip and the items imported against it are freely transferable. The duty credit thus obtained, may be used for import of inputs or goods including capital goods provided the same is freely importable under ITC(HS). The details of the scheme are given in para 3.10 of Foreign Trade Policy. The required Appendix 37-D giving details of various products that qualify for benefits under Focus Products' Scheme has been notified by way of Public Notice No.13/(RE-2004)/2004-2009 dated 25 th May 2006 of DGFT. As per para ‘D' of this Notice, all handloom products bearing Handloom Mark are entitled for benefit under the scheme.
